been justified in passing into circulation coins manufac- tured in the Royal Mint, some of which had been found out- side the legal remedy, and he can only submit the facts of the case for the consideration of those representing the Government of Hong Kong, or if necessary, of the Secretary of State. In the meantime the coinage represented by the 273 coins already referred to will not be allowed to go
forward.
